The OCDP Board is a member of the International Certification and Reciprocity Consortium. Membership in the IC&RC requires a commitment to adhere to multi-faceted requirements designed to ensure counselor competence.

Counselors licensed in Ohio at the LCDC II level or above and Prevention Professionals certified at the OCPS level or above are eligible for reciprocity in the more than fifty states and countries that are members of the IC&RC, provided that same level of credential is offered and you meet that state’s requirements.  Additional requirements may be imposed upon the certified/licensed addiction professional depending on the laws and regulations governing the practice of addiction related services in the new jurisdiction/state. 

TO OBTAIN A RECIPROCAL ENDORSEMENT with the OCDP Board:

For Prevention Professionals: A reciprocal endorsement is automatically awarded when the OCPS or OCPC licenses are granted. 

For Chemical Dependency Counselors: License Professionals who held an LCDC II, LCDC III, or LICDC on 3/22/13 automatically hold a reciprocal endorsement.  Licensed Professionals who received an LCDC II, LCDC III, LICDC or LICDC-CS after 3/22/13 are welcome to complete the Reciprocal Endorsement Application online at https://elicense.ohio.gov/oh_communitieslogin.  To demonstrate they have met IC&RC standards for the reciprocal endorsement status they must complete and upload the required form ADC RECIPROCAL ENDORSEMENT or CLINICAL SUPERVISOR RECIPROCAL ENDORSEMENT. This process need only be completed once and awards a reciprocal endorsement to the licensee for the duration that the license is held. Once an individual holds a reciprocal endorsement, they can request reciprocity to another state/jurisdiction by contacting the Board and asking for the IC&RC Reciprocity Application.

Individuals who hold a Reciprocal Endorsement can also purchase a printed International Certificate through IC&RC by completing the Order Form for International Certificate at www.ocdp.ohio.gov  under the Certification and Licensure/Reciprocity link.  An international certificate is directly tied to a professional's credential with their state board using the same expiration date used by the state board. If a state credential lapses so does the international certification.

RECIPROCITY OUT OF OHIO:

To begin the reciprocity process, certified/licensed addiction professionals must contact the OCDP Board and request a reciprocity application. The certified/licensed addiction professional should complete the application and send it back to the OCDP Board. The board will then forward the application to IC&RC who will approve the request and forward it to the certification board in the new jurisdiction. That board will then issue the certified/licensed addiction professional the equivalent credential offered.  NOTE: Laws or regulations governing the practice of addiction related services in the new jurisdiction must first be met.

Addiction professionals certified/licensed by the OCDP Board who relocate to another state, country, or nation may transfer their credential to the new jurisdiction using the reciprocity process only if they hold a reciprocal level in Ohio and the new jurisdiction is an IC&RC member board. Additional requirements may be imposed upon the certified/licensed addiction professional depending on the laws and regulations governing the practice of addiction related services in the new jurisdiction/state. Therefore, certified/licensed addiction professionals are strongly encouraged to contact the IC&RC member board in the new jurisdiction to determine if any additional requirements must be met. RECIPROCITY INTO OHIO:

Addiction professionals certified/licensed by an IC&RC member board who relocate to Ohio may transfer their credential to the OCDP Board using the reciprocity process.

To begin the reciprocity process, certified/licensed addiction professionals must contact their current credentialing board and request a reciprocity application. The certified/licensed addiction professional should complete the application and send it to their current credentialing board. That board will then forward the application to IC&RC who will approve the request and forward it to the OCDP Board. The OCDP Board will then request the professional to submit documentation of the highest Behavioral Science degree earned and will issue the certified/licensed addiction professional the equivalent credential offered in Ohio.
